These designated texts are definitely not included in the upgrade-script.php, but hardcoded in some other files of the core.
Likewise, these texts have already been part of the core for at least 5 years. So there is no urgency to delay publication of 'WB-2.10.0' by several days. (A lot of texts have to be reworked, not just a single one.)
